The Federal Aviation Administration (FAA) has completed its formal review of the environmental assessment for Avports’ proposed commercial‑service project at Washington Manassas Airport (HEF), issuing a Finding of No Significant Impact (FONSI) and Record of Decision (ROD). The determination marks a major federal milestone and clears the way for Avports to begin pursuing required state and local approvals.

The FAA’s FONSI confirms that the project will not result in significant environmental impacts under the National Environmental Policy Act (NEPA). The decision follows a detailed technical review and public‑input process, representing one of the final federal steps before commercial service can launch at the airport. Construction will still require additional permitting and public review.

Avports and the City of Manassas are working together to introduce commercial operations at Washington Manassas Airport, creating a fourth airport option for travellers across Northern Virginia and the Washington, D.C. region.

Marc Ricks, CEO of Avports, said the milestone reflects years of collaboration between Avports, the airport, the FAA and the community. He noted that the remaining FAA requirement is Part 139 certification, which will formally enable commercial operations.

Manassas Mayor Michelle Davis welcomed the FAA’s decision, calling it an important step toward expanding travel options and supporting regional economic growth. Roderick D. Hall, chairman of the Washington Manassas Airport Commission, said the FONSI underscores the thorough analysis and public engagement behind the project and moves the airport closer to offering commercial air service.

Avports and the City of Manassas will continue preparing for commercial operations in coordination with local and regional governments, the FAA, airline partners and community stakeholders. The project envisions an efficient terminal and lower operating costs for carriers, enabling more affordable fares and expanding access to air travel across the region.
